Hackers of 1309 sites belonging to State Institutions, Have Been Arrested by Cyber Police

ADC carries out illegal access to the sites it targets, then sends ransomeware with the intention of getting the victim to send a sum of money (Rp. 2 – 5 million) by promising to send a Decrypt Key to open the site that has been taken over by ADC. The victims targeted were the websites of judicial institutions, state institutions, regional government agencies and higher education institutions. ADC changed the appearance and made inaccessible the official website of these victims. ADC is also suspected of stealing credit card data (carding).

ADC carried out the hack because he gained personal benefits, including financial and self-actualization as a hacker. Financial gain is obtained through ransomware activities.

ADC was arrested on suspicion of committing the crime of illegal access by intentionally and without authorization or unlawfully accessing another person's computer and/or electronic system by any means with the aim of obtaining electronic information and/or electronic documents by violating, breaking through, exceeding, or penetrate the security system, intentionally and without right or unlawfully in any way change, add, reduce, transmit, damage, delete, move, hide electronic information and/or electronic documents belonging to other people or public property and/or by intentionally and without right or against the law, carrying out any action which results in disruption of the Electronic System and/or causes the Electronic System to not work properly and/or a criminal act of extortion and/or a criminal act of theft, with the threat of a maximum imprisonment of 12 years and/or a maximum fine of one billion rupiah.

In some cases of hacking, users find out that their website or account has been hacked when they cannot log in or enter the website or account. The problem is that the hacker has changed the password, locked out the victim, and gained full control over the website or account of the original owner.

Things that the original user might be able to do include resetting the password, perhaps the hacker hasn't had time to further control the website or account. If you fail to change the password, then:


1.   Immediately notify as many people as you know as possible to avoid the possibility of fraud in the name of genuine users.

2.   Immediately contact the bank if the hacker is suspected to have hacked the payment system or credit card that we have.

3.   If possible, immediately reset all services that use passwords, unlink them if necessary. When you need better security, use two-factor authentication.

4.   Immediately contact account services support and attempt to restore access to the affected account.

5.   If there is material or non-material loss and there is a potential suspicion of a criminal act, immediately consult or report it to the nearest police station.
